Oral Statement Under Item 4 of UNHRC#63: States’ Obligations to Impose Measures to Protect UNRWA

(Geneva, 22 September 2026)

BADIL Resource Center submitted an oral statement under Item 4 of the 63rd Regular Session of the United Nations Humna Rights Council (UNHRC) calling on member states to fulfill their obligations to hold the Israeli regime accountable for its violations against UNRWA, a UN mandated agency.

Upholding UNRWA’s mandate means states must reject the Israeli regime’s illegal change or prohibition of the mandate through banning laws, policies and practices. UNRWA’s mandate must be upheld until Palestinian refugee and IDP return – not until the imposition of any colonial solution that suits Israeli and US political agendas.

Impeding the Agency’s mandate enables genocide and other crimes.

Rather than defund, reduce or condition funding to UNRWA, states are obligated to:

1. Impose sanctions on the Israeli regime to renounce its banning laws; 
2. Provide increased unconditional funding to UNRWA to ensure its operations; 
3. Revoke the Israeli regime’s UN membership and privileges;
4. Freeze or ban the activities of Zionist-Israeli organizations in member states’ jurisdictions;
5. Seek legal remedy and reparations for the killing of UN personnel and the destruction and seizure of UN property.
