BADIL Resource Center for Palestinian Residency and Refugee Rights has released a new brochure,“The Decisive Plan: The Israeli Regime’s Blueprint for Colonial Expansion and Palestinian Subjugation.” This brochure is based on BADIL’s latest position paper, presenting  the core analysis in a brief, accessible format for activists, civil society organizations, researchers, and solidarity networks.

Available in English, Arabic, Spanish, French, German, and Italian, the brochure explains how the Israeli regime’s “Decisive Plan” has moved from a 2017 ideological proposal by Smotrich to an operative framework for asserting full “sovereignty” over the West Bank and deepening colonial domination across all of Mandatory Palestine.

By tracing the ideological roots of the Plan and its translation into state policy, the brochure shows how the Israeli regime is transforming long-standing settler-colonial doctrine into an explicit system of apartheid, forced displacement, and suppression of resistance, in clear violation of core principles of international law. It also lays out the urgent need for action, as the Plan is already reshaping every level of Palestinian life and governance.

Designed as a practical tool for mobilization and accountability, the brochure provides clear guidance for states, UN agencies, and global civil society on the measures required: ending all forms of support to the Israeli colonial-apartheid regime, activating sanctions and accountability mechanisms, protecting UNRWA, and strengthening Palestinian self-determination and return.
