The Complicity Files
With the continuation of grave violations of international law across Palestine, states continue to play a central role in enabling the Israeli regime, facilitating the commission of international crimes, and maintaining an unlawful situation through multiple, interlocking forms of support. In response, BADIL presents its Complicity Series, building on working paper #32, Colonial States’ Complicity in Gaza: Arming and Shielding Genocide (July 2025) which focuses on complicity in genocide and sets out the relevant legal framework.
The Complicity Files adopts a broader analytical approach, examining the concrete ways in which states contribute to and sustain the Israeli regime and its unlawful practices. Each paper provides concise, state-specific analysis that documents patterns of support and facilitation and is structured into two main parts. The first part summarizes the legal and normative framework of complicity established in BADIL’s original paper, and examines the state’s conduct across five principal forms: military assistance, political and diplomatic backing, economic support, obstruction of humanitarian and multilateral systems, and media, propaganda, and narrative support. The second part maps the state’s strategic pressure points to end complicity and proposes targeted strategies for civil society, INGOs, and other actors to promote accountability and disrupt enabling mechanisms.
